  Transfer of know how & tools to local authorities. Pilot actions.
Objective:
The aim of this activity is to empower communities to deal with and recover from a pollution incident and increase community resilience and preparedness before, during and after shoreline pollution incidents. This will be achieved through the elaboration and implementation of contingency plans at local level, allowing communities to contribute to a response and augment the limited resources of some coastal local authorities.

Actions:
5.1. Improving contingency planning of local authorities: pilot actions in Galicia and Andalusia:
 - 5.1.1. State of the art in each region.
 - 5.1.2. Elaboration of protocols.
 - 5.1.3. Workshop organisation.
 - 5.1.4. Identification of equipment and material suitable for local use during an incident.
 - 5.1.5. Elaboration of evaluation protocol.
5.2. Elaboration of guidance for local authorities:
 - 5.2.1. Test guidance development.
 - 5.2.2. Develop working relationships between communities and responders.
 - 5.2.3. Study of best practice for engagement between local authorities and coastal communities.
 - 5.2.4. Workshop organisation.
 - 5.2.5. Development of printed and online best practice guides for coastal communities and local authorities.
5.3. Risk communication:
 - 5.3.1. Enhance risk communication pertaining to the release of risk prioritised HNS.
 - 5.3.2. Development of key FAQ’s and datasheets for public consumption.
 - 5.3.3. Development of exercises, scenarios and case studies in the field of risk communications.
 - 5.3.4. Organisation of a conference in UK.
